The National Asset Management Assessment Framework suggests that Councils should have a current asset management skills matrix or asset management services matrix.
The term isn't defined, but it is presumably a skills matrix with asset related skills forming one axis, and staff members along the other, with ticks and/or crosses or scores on the inside of the matrix, similar to the one shown below.

Interest
3 = Is passionately interested in applying this skill or knowledge
2 = Is quite interested in applying this skill or knowledge
1 = is relatively uninterested in applying this skill or knowledge (is more interested in other areas of AM)
0 = Has no interest in applying this skill or knowledge
