Energy is the property that must be transferred to an object in order to perform work on, or to heat, the object.

Local Government must necessarily consume large amounts of energy to carry out its day to day activities.

Local Government has not historically been involved in electricity generation or any other energy harvesting activities, but in more recent times many Councils buildings will have been fitted with solar cells, so this is no longer true.
