						 <p>I'm really keen to set up a <a href="http://lgam.wikidot.com/local-government-collaboration-day">Local Government Collaboration Day</a>. A day on which people working for Councils all around Australia would be encouraged to spend a few hours online communicating &amp; collaborating with each other, in order to:</p> <ul> <li>Identify shared <a href="http://lgam.wikidot.com/challenge-register">challenges</a>;</li> <li>Share <a href="http://lgam.wikidot.com/ideas">ideas</a> for improving local government;</li> <li>Try out a range of collaboration platforms;</li> <li>Share knowledge about a wide range of <a href="http://lgam.wikidot.com/council-functions-and-services">Council functions and services</a>;</li> <li>Build networks;</li> <li>Create and/or join <a href="http://lgam.wikidot.com/special-interest-group">special interest groups</a>;</li> <li>Inform others about existing collaboration projects.</li> </ul> <p>I know there are numerous people at every Council that are passionate about sharing their knowledge with their peers at other Councils, and that they are doing this in a myriad of ways. Sharing knowledge in a lot of different ways is a great thing, but it makes it difficult to know where the best place to share and/or look for information on a particular topic is. I think by nominating a particular date and time and encouraging the sharers at each Council to communicate with each other and share their stories about how they share is the first step towards untangling the maze that is local government collaboration and giving people a much better understanding the over all sharing ecosystem currently in place. I also think having a lot of people trying to collaborate at a single point in time will create a huge 'buzz' that will improve day to day collaboration from then on.</p> <p>I'm thinking that the first Friday in November might work for a number of reasons, but I'd like to hear what other people think.</p> <p>I also I wonder if the &quot;Local Government Collaboration Day Network&quot; we create can be used for other purposes? 						 <p>I've been on the <a href="http://lgam.wikidot.com/creative-commons">Creative Commons</a> band wagon for quite a while now, but I'm not sure that I've ever been particularly good at explaining to others why.<br /> In responding to an email this morning I think I managed to put my thoughts together on the topic in a fairly coherent manner and I'd like to share those thoughts.</p> <p>For me the most interesting and important part of a CC licence is the “Sharealike” aspect. If you publish something under Sharealike licence, derivative works must also be published under a sharealike licence. 						 <p>The <a href="http://lgam.wikidot.com/whittlesea-city-council">City of Whittlesea</a> is currently trying to come to grips with climate change and will be holding internal workshops next month to &quot;consider the risks of <a href="http://lgam.wikidot.com/climate-change">climate change</a> to Council and identify what Council can do to help build the resilience of our community and plan better for our services, operations and assets.&quot;</p> <p>I'm just putting my thoughts together now in preparation for the workshops, and I thought I would publish them here in the hope that I might get a few comments and that if I do those comments might help me expand my thinking on the topic.</p> <p>Most of the Climate Change forecasts I've seen for Melbourne predict:</p> <ul> <li>lower annual rainfall totals, but increased frequency and intensity of major storm events;</li> <li>increased temperatures leading to a longer fire season and more intense and frequent bush fires.</li> </ul> <p>This will actually make Melbourne a bit more like other places I've lived quite happily, like <a href="http://lgam.wikidot.com/moira-shire-council">Cobram</a>, <a href="http://lgam.wikidot.com/greater-shepparton-city-council">Mooroopna</a>, <a href="http://lgam.wikidot.com/mildura-rural-city-council">Mildura</a> and <a href="http://lgam.wikidot.com/bundaberg-regional-council">Bundaberg</a>. I doubt if the temperatures in Melbourne will become as hot and dry as those in Mildura or the major storm events will ever be as intense as those in Bundaberg, and that makes me think that with a bit of careful planning Melbourne will be a reasonably nice place to live even if the climate changes a fair bit over the next few hundred years.</p> <p>Climate change could possibly even lead to an increased migration rate to Melbourne as the world population gradually migrates poleward and the Australian population gradually migrates south.</p> <p>A growing population and lower average rainfall will probably increase the need for water <a href="http://lgam.wikidot.com/desalination">desalination</a>, so I think effort should be put into developing more efficient desalination technologies.</p> <p>And I imagine growing food crops and raising livestock will become more difficult, so I think effort needs to be put into developing <a class="newpage" href="http://lgam.wikidot.com/vertical-farming">vertical farming</a> and <a class="newpage" href="http://lgam.wikidot.com/cultured-meat">cultured meat</a> technology.</p> <p>I'll add more as it occurs to me.</p> <br/>Forum category: <a href="http://lgam.wikidot.com/forum/c-60788">Hidden / Per page discussions</a><br/>Forum thread: <a href="http://lgam.wikidot.com/forum/t-446541/climate-change">Climate Change</a>

						 <p>Hi David, Thanks for your feedback.</p> <p>In my experience some software companies do a good job of writing software and others do a very poor job. Unfortunately a lot of companies that fall into the second category seem to be the ones that sell to local government.</p> <p>I wouldn't care so much if software company heads got rich by selling software to millions of organisations for thousands of dollars, but I'm not to keen on them getting rich by selling software to thousands of organisations for millions of dollars if you take my point.</p> <p>I don't mind your idea of Councils buying out an existing software company - it is something I have thought about myself before. 						 <p>Software companies do a better job of writing software, and running a software company because they are motivated by the possibility of making themselves (the owners) rich. Nobody can beat that with a scheme to save council's money. No ratepayers will thank those who accomplish it. If there was one great solution for all LG's, there would be one made by somebody already. But all councils are different, and do things differently. 						 <p>I tend to get a bit frustrated when people and/or organisations start using new terms with out properly defining them. '<a href="http://lgam.wikidot.com/deliberative-community-engagement">Deliberative Community Engagement</a>' is a great example - the term 'Deliberative Community Engagement' is used 31 times in the Victorian Local Government Act Review <a href="http://www.yourcouncilyourcommunity.vic.gov.au/DirectionsPaper">Directions Paper</a> without specifically defining the term.</p> <p>I've had a go at defining the term myself based on the definitions of 'Deliberative' and 'Community Engagement'. 						 <p>Hi all</p> <p>I'm a BA working on contract at a local council.</p> <p>The council is about to upgrade to 3.10 and at this time are taking a re-think about how the customer services RFS entry process is managed.</p> <p>The product was probably not implemented that well originally and as time has gone on RFS codes have been added willy-nilly to satisfy short term needs and there's a feeling the RFS system has become over-engineered and used in a way other than it should.</p> <p>For example: In classifying an RFS they are now using a paper copy 'Bible' of RFS codes (e.g. 'ADD - One additional recycling bin purchased'; ADD2 - Two additional recycling bins purchased etc - there's hundreds of them!) and placing these in the 'References' table/ field as they enter RFSs. This field is not designed to hold this type of data, the CSRs have to wade through pages and pages of codes and possibly choose the wrong one and the reporting is screwed.</p> <p>So - they're looking at a serious overhaul of how they classify/ enter RFSs up front in the 3 tier 'decision tree' panel as summarised above.</p> <p>This will involve pretty much scrapping the naming conventions they have now in favour of a better set which will also negate the need to place codes in the 'References' field.</p> <p>My question is this - how feasible is this to do? At this point in time were are considering seven separate components, namely; 'Substructure', 'Superstructure', 'Roof', 'Wall Finishes', 'Floor Coverings', 'Fitouts and Fittings' &amp; 'Mechanical Services'.</p> <p>We are also thinking about what percentage of the value of certain types of buildings is tied up in each component type. 						 <p>Brisbane City Council has made incredible inroads in reducing the amount of litter discarded in Brisbane's CBD by almost 50%. However to achieve this spectacular result they have had to take an innovative approach to the problem of litter generally.</p> <p>Recent research by Australian's Rob Curnow and Karen Spehr (as quoted in their book 'Litter-ology' published in 2015) has highlighted the fact that people generally tend to litter more in public places that already look 'dirty'. Conversely, these same people are far less likely to discard their litter in places that are clean and well maintained. This 'clean equals clean' observation regarding littering habits is something that Brisbane City Council have obviously cottoned onto in their approach to reducing litter in their CBD areas.</p> <p>Irresponsibly discarded chewing gum in public places is not seen as a major problem by the vast majority of Australian councils. Despite growing recognition of gum as a serious issue in overseas countries (such as Britain), gum does not feature in the Australian National Litter Index and consequently this unsightly and unhygienic blight on our national landscape is completely ignored by most local governments. As a result, many of our most important business precincts, public areas and tourism destinations have the type of 'dirty' appearance that attracts rather than discourages poor littering behaviour at significant cost to both our image and our communities.</p> <p>Brisbane City was the first council in Australia to recognise this problem and its costs. However it also realised that conventional methods of gum removal are largely inadequate, costly, noisy and very wasteful in terms of water usage, etc. Consequently in 2007 the Council moved to commission the development of a completely new, purpose-built Gum Removal Vehicle. (The GRV is currently marketed by SAVi City Cleaning.) 						 <p>Hi<br /> In my 35 years in Local Government being a subject matter expert is an integral part of undertaking a leadership role be it formal or informal. It is vital that the knowledge is readily shared in a collaborative environment for the benefit of the team. It is very destructive if the approach comes across as condescending or intimidating. 						 <p>Wayne<br /> Great article and yes this will happen over time (long time I suspect).<br /> Actually it has been happening for quite awhile now as technology improves efficiency and effectiveness (so less people needed). Guess that is life but it takes people a long time to catch on. The key, as always is education (life long learning) which is only taken up, still by an &quot;elite&quot; Minority?<br /> Re local government - it will take longer here because of the fear of change and the drive for &quot;self preservation&quot;, particularly at senior levels. You only have to look at the current debate on &quot;amalgamations&quot; in NSW. It needs to happen and can but will it. A small minority of well run councils in NSW are losing their battle to have change.<br /> There are many jobs in local Gov that could be made more efficient and more effective. Take asset management planning and monitoring and setting and control of AM budgets. This could be automated (templated) and run and administered from one central location (run by SMART/AI robots). 						 <p>It seems to me there is a relatively strong desire in many areas of local government to work collaboratively across the sector. I know there are many dozens of <a href="http://lgam.wikidot.com/special-interest-groups">special interest groups</a>, <a href="http://lgam.wikidot.com/mailing-lists">mailing lists</a>, forums and other initiatives currently active that are achieving various amounts of success in fostering collaboration in their specific areas of interest. 						 <p>As much as I'm a fan of innovative technologies, I'll be very surprised if <a class="newpage" href="http://lgam.wikidot.com/solar-roadways">solar roadways</a> pan out.
