G'Day Darron.

I agree with everything you say. It isn't a part of the LGAM Wiki, and it does have its own identity & structure.

It is a big, big project, so there is no way I will be able to do it all by myself, but I have been trying to work on it a little bit each night, with a view to getting a framework in place. Once the framework is in place, I will try and develop the Bundaberg wiki as an example of what other communities can do, but it from there on I will be relying on people & community groups in other areas to grow it. I would have thought there would be quite a few groups & businesses that would be interested in a bit of free advertising and networking opportunities, but I guess only time will tell.

Forum category: General / News
Forum thread: Australian Community Wiki Network

Wayne
This is a good idea. (I do not know where you find the time).
However, it should have it own Wiki with its own relevant headings and not be part of the LGAM Wiki.
It could reference the LGAM Wiki but to get the community involved (and others) it would need to be separate and have its own identity and its own structure.
It would also need to be marketed and managed diligently (and you know how time consuming this can be).

In summary, good idea but wrong driver and wrong set up.
Regards
Darron

Forum category: General / News
Forum thread: Australian Community Wiki Network

OK, so probably a lot of recently retired Council employees, will be out travelling or fishing or just relaxing down the beach, and the last thing on their minds will be their former career, but it has occurred to me that some of the information locked away in their heads could be very valuable to those still employed in Local Government, and I would like to personally invite any former Council employees, who have done enough fishing/travelling/relaxing/playing with their grand kids for a while, to contribute some of their knowledge to this wiki. Is there anyone out there who falls into this category & would like to help?

Forum category: General / General
Forum thread: Calling all retired Council employees.

One of the main objectives of this site is to try and find ways to help Councils help themselves by making it easy for them to collaborate & share information with each other. Another opportunity for collaboration is between Councils and their communities. The Australian Community Wiki Network has been set up with this in mind. It will be a place for community, sporting & other groups to tell their communities where they are and what they do, and to share information with other similar groups around Australia. It is a work-in-progress at this point in time, with only a dozen or so wikis created so far, but hopefully with time it will become a good resource for Australian communities, and possibly a neutral place where councils can interact and consult with their ratepayers. For now if you belong to a community or sporting club of some description, why not give it a visit, and give your group a free plug?

Forum category: General / News
Forum thread: Australian Community Wiki Network

Bruce
Excuse my basic description here but;
A penstock (specifically) is the pipe or sluice way that allows liquid to flow under gravity. A penstock in a Hydro-Electric Plant is the pipe(s) that bring water from a Dam and deliver it to the hydro-electric turbines that generate electricity. There are Penstock Valves that are used to turn the water off ("isolate the flow").
A knife valve could be a type of Penstock Valve but there are a number of types (Google "Penstock Valve"). I am sure there are knife valves used in other applications that are just "knife valves". I am told we have penstock valves (like a plate that goes into a sewer sluiceway) to stop the flow of sewerage to one of our Sewer Treatment Plants. I assume the sluiceway is the Penstock?

Forum category: Hidden / Per page discussions
Forum thread: Penstock Valve

Bruce
You appear to have started a discussion without giving the "Post Title". This leaves the discussion/comments under a Hidden/Per Page discussion. Perhaps this is where you wanted it but it is not a place where people will find it.
I saw your post as a moderator because I see most new posts.
Perhaps administrator (Wayne) can give your post a "Title" and perhaps it can be moved into one of the Forum headings (if all else fails "General" might work). This way you have more chance of people seeing it and responding. Just a thought that Admin might like to comment on.
I will reply separately on Penstock Valves.

Forum category: Hidden / Per page discussions
Forum thread: Penstock Valve

It appears that originally a Penstock Valve was a rudimentary gate slide in a frame that could be mounted or attached to a penstock to control isolate the flow. Do other people think that a knife gate valve (type) that you would connect to a pipe (maybe also called a penstock) into a sewerage station for example could also be called a Penstock valve (being its use). Apenstock from my research appears to be a pipe, channel or sluice used to direct flow to a desired spot.
Love to hear others thoughts.
Cheers
BruceJ

Forum category: Hidden / Per page discussions
Forum thread: Penstock Valve

Wayne
I cannot see the graphs (png). Perhaps its an IT issue at WSC but LGMA "Home" looks pretty ordinary on my screen.
Changing IT habits is another issue!
I suggest if you must leave the (blank) images on "Home" put them at the end. Move the Forum up (and ths would push graphs off my front page view anyway).
Also I am not interested in a "pretty" home page. I just want to quickly see what is available and get to what I want (with 1 click). I do not expect the home page to have all the info I need.
Presenting information graphically (rather than words) is definitely a good idea but don't crowd the "home" page.
Happy to hear what others think.
Darron

Forum category: General / News
Forum thread: Front Page Makeover

Determining accurate or even realistic unit rates seems to be a big issue for local government. I know for a fact it's an issue for both Bundaberg Regional Council, and for some of our neighbours, and I have seen a number of discussion about it on various other forums. I know it is true that the cost of an activity will vary considerably from location to location, but all-the-same I think an open database of typical unit rates for those works regularly undertaken by Councils would be a very useful resource for many Councils.

I have been thinking about this for a while now, and I think I have come up with a good way of getting the project happening.

If you are interested, please check out the Unit Rate page, for more information.

Forum category: General / News
Forum thread: Unit Rates

Hi Darron,

When I first put the membership graph on the front page, I was linking live to zoho, which is what I presumed was causing you trouble. This time around it is a local file so didn't think you or anyone else would have any trouble viewing it. It is a png file, but all browsers should be able to view "png" files without any difficulty - the banner which appears on every page is a "png" file.

I have deleted the image of the culvert, and the graphs will move down the page and disappear from the front page automatically as new news items are added. I hear what you are saying about making sure the front page doesn't get too busy, and I hate sites chock full of flash animations and the like that take ages to load, but on the other hand doesn't having just text make it a bit bland and boring?

Like Darron, I'd like to know what everyone one else thinks?

Forum category: General / News
Forum thread: Front Page Makeover

Wayne
I repeat my comment of previously. The home page is now far to busy with too much bumph!
Get rid of the jpg and png which I (and I assume others) cannot see or access. They are just taking up valuable "real estate" on the home page. Most of this should be off somewhere (via a click) and available if required. To me I should be able to view the Home Page (in fact any key page) on one screen with minimal scrolling. Then jump to details, if appropriate. Perhaps this is weird but hey!!!
This is my feeling but I am happy to hear what others think.
Darron Passlow

Forum category: General / News
Forum thread: Front Page Makeover

Wikidot provides two main ways of keeping up to date with what's going on with the site with out having to visit.

Watching Pages

RSS Feeds

Watching pages is the easiest. All you have to do is click on "Start watching this page" at the bottom right hand corner of the page, and you will be sent an e-mail whenever the page is updated. This is a good option if you are interested in one or two subjects and you want to know when there is a change, but if you start watching everything on the site your inbox could start to clog up very quickly with notification messages so it may not be for everyone.

I actually prefer the RSS Feed option in combination with Google Reader & the IGoogle Google Reader gadget.

It is all a bit tricky to take in, but I think it is worth the effort of at least looking at the Google Reader link above. It wasn't immediately obvious to me when I first signed up how Google Reader would benefit me, but I use it a lot now.

If you do decide to use it, here are a few LGAM feeds that you might like to subscribe to.

http://www.lgam.info/feed/forum/posts.xml - all forum posts
http://lgam.wikidot.com/feed/front/start/news.xml - just the posts in the news category

Forum category: Information Technology / Information Technology
Forum thread: Watching Pages & RSS Feeds

Hi all, I have been very remiss about not starting an "Introduce Yourself" in the forum until now. I'll start to get the ball rolling.
My name is Wayne Eddy, I am Manager Assets at Bundaberg Regional Council. I studied Civil Engineering at was then the Swinburne Institute of Technology in Melbourne. I graduated in 1986 and have been working in Local Government ever since. Firstly at the Shire of Rodney (3 years), then at the Shire of Mildura, which was amalgamated into the Mildura Rural City Council (17 years) and most recently for the City of Bundaberg / Bundaberg Regional Council. (3 years and another amalgamation.) I started this site just over a year ago, to try and encourage information sharing in Local Government and (fingers crossed) I hope it will be a good resource for Councils in years to come. In the unlikely event you want to find out more about me, clicking on my name below you, should take you to a (as yet mostly empty) personal website with a bit more info.

Forum category: General / General
Forum thread: Introduce Yourself

Hi, Darron,

I agree with you that 6 Sigma may not be the best technique for the majority of councils. I suspect some councils consider (or were advised to consider) it as a tool for process re-engineering during amalgamation. There may be a long way from ‘evaluating’ to ‘implementing’…

Thanks

Forum category: Hidden / Per page discussions
Forum thread: Suggestions

Leila
I find this hard to believe.
But then again what does "evaluating" mean.
6 sigma (from my understanding) is not an appropriate technique for (the majority of) Local Government processes where strict, well defined, process control does not apply.
As I said in previous post, "lean" (which involves removing waste) is a much more appropriate, practical and useful technique if management was inclined that way.
Regards

Forum category: Hidden / Per page discussions
Forum thread: Suggestions

Ashish
My apologies but do not get carried away with 6 Sigma in Local Government.
The Xerox article linked in is very much a sales pitch for Xerox and is simply applying Good Management Practice to an age old problem.
Six Sigma was developed by Motorola (for their electronic chip manufacturing so they could move from current technology to next generation technology (in chip/electronics) delivery.
Most local governments are not at 1 sigma (in variability i.e. what 6 sigma is trying to achieve, less variability than 5 sigma).
This is far too complicated a process to generally apply (or to be understood and executed) correctly in Local Government. The other issue with 6 sigma, it applies well where you have good control over your processes (which would be a good starting point for most Councils). I am not saying 6 sigma does not apply BUT I am saying there are a lot of more logical, sensible and cost effective ways to get better results before we need to resort to sophisticated techniques like this.
I will say that the article should have focused more on the "Lean" aspects, which is "getting rid of waste" (removing non-value added steps in a process). Now here is something (a more simple concept) that we could apply in Local Government with more useful outcomes and better results.
However, unfortunately, "lean" is not how most Councils think! Also major changes need to come from top management and there seems to be a lack of knowledge (or interest) in utilising proven management techniques (or is it a fear of change!)

This may be a little controversial, so I am happy to take comments on this. I am sure there are pockets of excellence but how do the majority perform?

Forum category: Hidden / Per page discussions
Forum thread: Suggestions

Our survey (LG on-line services delivery) will be open for another 2 weeks (while I am processing the results). The demand for e-services and pressures for their efficient delivery are growing. This study aims to provide local councils with comparative data that would enable them to validate and calibrate their e-strategies and practices.

Similar studies have been done overseas - for example, in the UK, local councils' websites are ranked annually. On the national level, UN ranks e-government capabilities of about 200 nations every 2 years.

If you like to share your perspective, and, in return, leverage a collective experience of our peers, please contact me via my e-mail. This survey is open to Australian and New Zealand local councils, and all participating councils will receive a complimentary copy of a report based on the survey results.

The first part of this study captures business perspectives and looks into e-strategies from the point of view of 4 key business objectives – Public Service, Business/Economic Development, Financial Sustainability/ Efficient Operation and Community Engagement. A questionnaire designed for Corporate Services and Comms Managers takes about 15 min to complete.

The second part of the study enables benchmarking of e-capabilities using 18 parameters grouped around 3 key functions of LG websites – Inform, Transact and Engage. A questionnaire designed for IT Managers takes 10-15 min.

Thanks,

ua.moc.srotacidni-hcet|avosabba_aliel#alieL

Forum category: General / General
Forum thread: On-line services delivery

Hi, Darron

Thank you for your comments. In order to assess financial benefits local councils realise via their on-line service delivery channel we asked local councils to estimate

a) total $$ from on-line public services (rates, registrations, applications, any other services councils may have )
b) total $$ from business services (rates, registrations, applications, tenders and any other services)
c) total cost savings.

3% (of the total council revenue) reflects an average for the total revenue derived from on-line services. I am also looking into non-financial benefits. Better understanding of the on-line revenue may assist councils with planning / prioritization of their e-initiatives.

Thanks,
Leila

Forum category: General / General
Forum thread: On-line services delivery

Leila
What I have found after setting up an internal WSC Wiki for discussing Community Engagement (within the Council at this stage) is that even after limited, focussed marketing of the site (to managers and competent staff with the requisite IT skills), the uptake has been minimal.
The main problem is that all staff here have so many reporting obligations and so many different software tools that are mandated for this reporting, that there is very little bandwidth (and particularly no incentive) to repeat information or try a new ("non mandated") mechanism.
Some of us who take the time to understand the power of new technology and the benefits of using it, need to work with others to get them involved. However this will be a slow process. Another suggestion (from US based wiki - that I am a member of) is that mandating the use of new technology is the only way to get it moving. This might be the "heavy handed" approach needed here?
DP

Forum category: General / General
Forum thread: On-line services delivery

Leila
While I am on your survey, I checked with our Council (Wingecarribee Shire - NSW - Regional/Rural council) and only 3% of payments come into Council via internet payments. This is 3% of the rate payers pay their rates via internet (not a percentage of our total revenues).
Leila
The confusion over your results may be the different interpretation of what you are asking.
When I initially read "the revenue attributed to the services delivered on-line", I did not think of receiving rates via the internet.
The internet is only an enabling technology here. An on line service did not deliver the revenue. I think this is stretching the scope.
I think of delivering documents and plans over the internet that are paid for after this "electronic" transaction.
Take out the rates payments (on-line) and certainly our Council would do very little.
There is also electronic application for government grants - again this is the mechanism not the revenue generator!
Again I think you need to make sure you are asking the same questions and providing the same background information in a survey. Just a thought.

Forum category: General / General
Forum thread: On-line services delivery

Hi Leila,

It is an interesting question. In my experience it is not staffing/skills issues that limit the uptake of Web 2.0 concepts. I think the main battle is to make staff see that web2.0 can make their (work) life easier. I think someone who is properly motivated to contribute to a wiki (for example) could probably learn to use one with reasonable proficiency in less than a day.

Having said that, I am more than happy to be proved wrong, so if there is anyone out there that would like to contribute to this wiki, but feels that they haven't the skills to do so, please let me know.

Forum category: General / General
Forum thread: On-line services delivery

Hi, Everyone,

One of the aspects of on-line service delivery / Local E-Government we are looking into is utilization of interactive / Web2.0 concepts and tools.

Preliminary results of our study show that although many local councils feel that they would benefit from the adoption of blogs/discussion forums and knowledge sharing (wikis, SlideShare, etc), one of the key issues is to find the right staff to make use of these tools (our study captures management perspectives on this topic). The issue appears to be not only about availability of the staff to engage in knowledge sharing and/or e-consultations with customers, but also lack of skills – eg ability to moderate discussion forums and process unstructured data.

Although there are other issues with the adoption of Web 2.0 concepts, including lack of demand for this in the areas with low internet penetration /poor internet performance, it looks like addressing the staffing/skills issues may be critical for determining the future of Web2.0 in LG.

What do you think? Does anyone have an example of or strategies for upskilling people to make use of the tools like Twitter, wikis and discussion forums?

Leila
Technology Indicators

Forum category: General / General
Forum thread: On-line services delivery

Hi, Everyone,

We are conducting a study into on-line services delivery (covering Australian and New Zealand local councils), and I would like to share some preliminary findings with you and seek your views/ comments.

One of the areas I am looking into is financial benefits - the revenue attributed to the services delivered on-line appears to be around 3% of the total council revenue (this is an average across local councils). It looks a bit low. About 30% of the councils that participated in our survey so far reported that more than 10% of their rates transactions are executed on-line, but I can not see this being reflected in the revenue.

Any views?

Thanks,

Leila
Research Director
Technology Indicators

Forum category: General / General
Forum thread: On-line services delivery

Wayne
I think this is a good idea, but I think you are "biting off more than we (as a group) can chew".
This is a HUGE topic and a very important consideration.
I do not think you are doing it justice, slotting it as a page in the current LGAM site.
This topic requires all aspects of a Wiki to be adhered to and contributed to, as well as all the mediation and "policing" efforts this would require.
This topic would warrant its own site with the appropriate management in place (with the time and experience) to manage all aspects of this important issue. We have seen how hard it is to get contributions to a simple discussion group.
How do we get people to take the time to contribute to a concept like this.
It is TOO BIG a topic to be addressed part-time.
My thoughts.
Ashish, Wayne
Sorry for slow response but I have been away in Melbourne at the National User Conference of our Asset Management Software supplier (Conquest). This conference was very worthwhile as the case studies presented (by short and long term users) highlight many key aspects of Asset Management and how others address/handle these issues.
On the ISO9000 (documentation) debate, I agree that the Wiki style may not be appropriate as the final document repository (for ISO9000) but I see the Wiki as a way to collaborate on the documents that are included in the ISO system.
In my case I am now trialling this concept (albeit we at WSC are not into ISO9000) with AM system user documentation.
I have loaded drafts onto the Wiki in a specific AM System Documentation area. I have advised users etc that they are there and that I would welcome their comments. Once a final (or close to final) document is available I will place this in our current documentation system (Dataworks/Tech One ECM). I see this as working - just need to get feedback happening. I am also distributing hard copies of doc at this stage for those afraid of the Wiki? I take their comments on paper and update the Wiki.

Forum category: General / General
Forum thread: Council Wikis

No worries, Ashish.

The wikitext takes a little practice, but I'm sure you will catch on quickly, and the icons above the edit box make life easier too.
I am really thankful to have you sign up and contributing to the site and the forums on a regular basis by the way.
I already had a link to Six Sigma on the Problem Solving Techniques page so I thought it made sense to combine the two articles.

Six Sigma In Local Government

If you like put a sub-heading in the article called Six Sigma In Local Government, like I have done above (3 pluses before any text will make it into a sub-heading).

Forum category: Hidden / Per page discussions
Forum thread: Suggestions

Hi Wayne,

Thanks for editing page for six sigma (and make it looking better, I am still learning putting hyperlinks (rather than copy and paste) etc in Wiki

I was inclined to be more specific to local government (how it applies and how it is used, how it can be used) rather than mere what Six Sigma is? in context of manufacturing industry. Thats why I called it "Six Sigma in Local Government".

Regards,
Ashish

Forum category: Hidden / Per page discussions
Forum thread: Suggestions

I have just created a new page about Open Collaborative Design, which is a concept I believe could radically change the way Local Government functions, and make it incredibly more efficient.

Please read the AdCiv.org AdCiv.org article referenced at the bottom of the page. It eloquently sums up a lot of the things that made me want to create this site.

Forum category: General / News
Forum thread: Open Collaborative Design

Hi Ashish, none of the Google Maps on the site are Screen Dumps.

They are all live links and contain a terms of use link in the bottom right hand corner of the map.
http://www.google.com/intl/en_au/help/terms_maps.html

Google Maps expressly encourages users to add links to their websites, and I suspect that they will be very pleased to have so many of their maps on the site.

Forum category: Hidden / Per page discussions
Forum thread: Suggestions
