Local Council's can gain revenue in a number of ways, including:
- Rates
- State and Federal Grants
- Fees and Charges
- Developer Contributions
- Other, e.g. Returns on investments

Victoria
In Victoria, Section 3E (e) of the Victorian Local Government Act 1989 notes that one of the functions of local government is "raising revenue to enable the Council to perform its functions."
