Local Road

A local road is a road or street primarily used for access to abutting properties.

Victoria Grants Commission

The Victoria Grants Commission defines local roads as "any roads which are not State roads, including any roads which are roads referred to in section 205 of the Local Government Act 1989, or are roads declared by VicRoads to be municipal roads under section 14(1)(b) of the Road Management Act 2004. They also include any roads that are part of the Crown land reserve under the Crown Land (Reserves) Act 1978 and have the relevant municipal council as the committee of management.
