RMP -> Road Management Plan

A Road Management Plan (RMP) is a document that:

  • establishes a management system for the road management functions of a road authority which is based on policy and operational objectives and available resources; and
  • sets the relevant standard in relation to the discharge of duties in the performance of those road management functions.

Victorian Road Management Act

Division 5 of the Victorian Road Management Act 2004 covers Road Management Plans

It states that a road management plan-

  • may set relevant standards or policies in relation to the discharge of duties in the performance of road management functions;
  • may include details of the management system that a road authority proposes to implement in the discharge of its duty to inspect, maintain and repair public roads for which the road authority is the coordinating road authority or the responsible road authority;
  • may specify the relevant policies and priorities adopted by the road authority;
  • must include any matters that a relevant Code of Practice specifies should be included in a road management plan.

Road Management Plans are not compulsory, but once adopted they should be reviewed every 4 years and if necessary amended and readopted every 5 years.

Road Management Plan Standardisation Project

A number of Councils located in Melbourne's north are currently (October 2016) in the process of jointly reviewing their Road Management Plans with a view to standardising them. It is hoped the project will be completed by 30 June 2017.
