Service capacity is an asset's ability to deliver its service potential over time, expressed as a rate of service delivery.

State of the Assets Report

The State of the Assets Report requires Councils to give Roads & Bridges a Capacity/Utilisation Grading Score in the range 1 to 5 as per the following table.

Capacity Description of Condition​
1​ Very Good usage corresponds well with design capacity and no operational problems experienced.
2 Good usage is within design capacity and occasional problems experienced.
​3 Fair usage is approaching design capacity and/or operational problems occur frequently.​
​4 Poor usage exceeds or is well below design capacity and/or significant operational problems are evident.
​5 Very Poor exceeds or is well below design capacity or is little used and/or operational problems are serious and ongoing
