Total Management Plan

A Total Management Plan (TMP) as an integrated strategic planning framework and business plan for maintaining or improving the quality and cost-effectiveness of services, in both the short and long term.

Alternate Definitions

The Queensland Department of Local Government, Sport and Recreation defines a Total Management Plan as "an integrated strategic planning framework and business plan, adopted by a water service provider for maintaining or improving the quality and cost-effectiveness of its services, in both the short and long term."

The Integrated Planning & Reporting approach being discussed and documented currently in NSW (specifically for NSW Councils) has reference to a number of plans that need to be "integrated" and are plans that probably feature across all Local Governement areas - refer to Asset Management Strategy which lists some of these complementary/supporting plans.
